After graduating from South Texas College of Law Houston with a juris doctor including a Top Ten Speaker Award in the Garland Walker Mock Trial Competition, Harold Dampier Jr. found success as a litigator. As a litigator he worked on cases for both plaintiffs and defendants which settled in excess of $300,000,000. Since then he has focused mainly on working in public service. This includes working with the American Bar Association CEELI project in Albania, International Bar Association in London, Advisor and Chief of the Legal System Monitoring Section of the Organization for Security and Co-operation in Europe (OSCE) in Pristina, Kosovo. This OSCE initiative addressed issues like protecting basic human rights and access to justice, to ensuring judicial independence. Harold Dampier Jr.’s responsibilities with the OSCE included managing dozens of international lawyers and local legal experts to monitor important trials and organize regular inter-institutional round-tables with Judges, Lawyers, Prosecutors, Police, and judicial decision makers, including the the Ministry of Justice.
Chief of Party
Mr Dampier has managed as Chief of Party international development portfolios in excess of 12 million USD. Mr. Dampier has served as Chief of Party in USAID projects in Europe and Asia.
Mr Dampier has served as leader in the creation of a judicial academy and empowered national free legal aid agencies. The academy produces future judges and prosecutors and the improved legal aid system ensures access to justice for all.
Mentor and Advisor
Since 1999 Mr. Dampier has mentored and Advised Institutional Presidents, Executive Directors, Chief Justices and Chief of Parties of local and international institutions in Europe and Asia.

Harold Dampier Jr. holds a juris doctor from the South Texas College of Law Houston and a bachelor of arts in political science from the University of Oklahoma. While studying for his undergraduate degree, he worked for congressman David McCurdy as a Washington Semester scholarship winner to the American University in Washington, D.C.
Mr. Dampier has served as Vice President, Committee Chair and Member of the Board of Directors of the Houston Trial Lawyer Association. Also served on the Board of Directors for Texas Trial Lawyer Association and a Committee Chair for the Houston Bar Association. He is currently a member-State Bar of Texas. Previous membership with the International Bar Association, American Bar Association and Association of Trial Lawyers of America. Past Member-State Bar of Texas Pro-bono College. Member of International Network to Promote the Rule of Law (INPROL). Past member ODIHR Trial Monitoring Advisory Board.
